[ELECTRON] Keeping stuff tidy

I can't find any note of a rule within the EC documentation regarding a
requirement to keep up with discussions, I suspect because it would be
almost impossible to ensure people actually did so. There are already rules
which people either stretch or ignore. People can attend events in the
space without actually becoming a member.

As I said, notes on the board should be accompanied by a message on the
list.
