[ELECTRON] Communications - IRC channel

For those who don't know IRC in this context means Internet Relay Chat.
It's allows people to chat in real time, in multiple channels (think of
these as rooms) at once.

The Electron club IRC page listed a channel which hasn't existed for some
time.
I updated it this morning with the address of another electron club channel
which hasn't been used in a while.

IRC Client software exists for most platforms I can think of, including
some games consoles. If you don't want to install anything there's a web
based chat client you can use, linked to here:

Note that this page is a little dated and I'll do some more work to tidy it
up soon, adding a FAQ and some other hints and tips.

IRC can be quite slow moving, not everyone is watching the screen
constantly, though many clients can give visual/audible feedback if
something going on within the channels. So don't get upset if people don't
respond immediately. The usual rules of "don't ask to ask, just ask", be
civil and the usual Electron club rules apply.
