cPanel is proprietary software, I believe there is a trial version
available for download but that will probably expire once the evaluation
period has ended.

Many hosting providers give their customers access to cPanel, I'd check to
see if it's provided by your host.

cPanel has add-ons for installing third party tools (Wordpress, Joomla and
so on) which are very easy to use, again most of these are proprietary,
your host may offer them.

You can host a Wordpress site for free with at wordpress.com (see
http://en.wordpress.com/features/ compared to the 'Premium' features
http://en.wordpress.com/products/). That said once it's up and running on
your own hosting it's fairly easy to maintain via it's admin menu.

I don't mind meeting sharing my experience of these things.
