Yes, there are several packages that will take you from schematic design right down to pcb fabrication. These tools are actually opensource projects and can be found on sourceforge.net. However, ubuntu provides a really neat s/w package manager that gives you the ability to select categories for opensource software downloading / installing. 

I'm not sure about ubuntu 9, but this is certainly available on ubuntu 10.

Have you tried just running ubuntu from the live CD? It gives you the option to try it before actually installing it on your pc

Is there a decent PCB design package for Ubuntu?  I know EAGLE is available in a Linux version, but it's too strict for my liking.  It makes a simple job into a long one.
Talking of Ubuntu.  I've been using version 9 on my Acer travelmate laptop but version 10 just locks it up completely.
