[ELECTRON] making use of public spaces in Scotlad

I think Bob knows I agree with him and have been trying to move the Common Good policy onto  a point where the money can be used for a variety of things. On the other hand, this nudges my memory that I must do some prodding as to the management of the existing CGF properties.

There is tons of space around, unfortunately it is being sold from under 
our noses. Two problems with the common good is. 1. the lack of awareness 
that it exists and 2. The lack of interest in its use as an organising tool 
in creating "true" public institutions for the uses that you are
