[ELECTRON] Electron club fundraising etc

It's easy to become an association - all you need is a secretary -  
BOB, a treasurer - Simon and a chair - Nina....? and a constitution -  
paragraph of the basics which is already there. It could be a kind of  
dormant association like a sleeping giant that only had to be woken  
for some urgent need ie Broadband. I like the fact that the Electron  
Club is a group of disassociated individuals/groups working mainly on  
their own projects but on occasion the status of a properly  
constituted association could be useful?
