bit of code needed

Greetings

I am looking for someone who could put together a bit of code (have not yet
decided what platform/language) for a web app

Its a not for profit project in developing country. Nothing too complex but
it needs some precision in implementing the workflow as intended.  I am
thinking of using an open source platform so the job would be mostly
customization

I have a small budget so its a paid gig, but not much-
