Bob I've just discovered that xampp is not hardened in anyway ( so should
not be used in a production environment), but that should still allow you
to develop the application locally and then upload the code, wordpress
site  etc. to your ISP using ftp. but you'll still need to use cpanel to
manage the  databases for your site.
I quote from  my colleague Robert who has more experience with xampp
"XAMPP is a cross platform pre-configured implementation of Apache, MySQL
and PHP that comes with a few admin tools like phpmyadmin and FTP.  It is
meant entirely as a development environment for a local machine.   You
would never use it for a real website as it has too many security holes.
It’s great for trying out packages like wordpress or joomla and doing some
programming.    The package comes in various flavours (Win32, Win64, Linux
etc) and has various addons like Tomcat – again all preconfigured out of
the box but with no hardening so not suitable for production.  When running
on windows you can install it from a zip file and run it completely
independently or install as a set of services.  I always go for the
standalone option as you don’t need admin permissions to do anything.
There’s a cut down version that will run happily off a USB stick – a bit
slow to start but perfectly usable."
