[ELECTRON] Keep the Electron Club Tidy

Hi

when i came into the EC today there were 5 dirty mugs, 3 dirty glasses 
and 2 takeaway coffee cups, i could barely move for chairs and power 
cables were dangerously wound round things

if you are going to use the electron club you have to keep it tidy and 
if you move stuff about, put it back the way it was. it also goes 
without saying that it is unacceptable to leave dirty cups and rubbish 
lying about the room.
