Hi Roy,

More off the cuff thoughts...

I was thinking about this again this morning, & I'm pretty sure you can
do this with an array for passive infra-red sensors and either a shift
register or a couple of Arduino Mega's.   (One to read the array, and
one to control the lighting.) Mostly, it would depend on the area you
would be looking to monitor. 

I would imagine there are plenty of suitable, weather / vandal resistant
sensors that would work out of the box.
