That does require a ceiling mounted grid of sensors which would need
to be made vandal and weather resistant.  (An underpass can be classed
as cold, damp and slightly corrosive due to the salts in the concrete)

What can be achieved will be determined by the budget allocated.  Even
the most basic lighting install with a custom metal channel like the
one described will rapidly approach the ten grand mark.  A full-on
interactive system with something like a Pharos architectural
controller will push the cost into the heavens.

Is there a budget allocated?
