Walls of Light - CCA Moving Image Commissions





CCA wants to commission four films with budgets of £5,000 and two films
with budgets of £10,000 from artists based in Scotland.



CCA operates as a hub for the local artistic community and aims to
establish a broader profile in the general cultural life of the city
through offering exhibitions, film screenings, concerts, performance and
a wide spectrum of opportunities for people to participate in the arts.





Context

On October 14th 2010 the Closing Ceremony of the Delhi Commonwealth
Games will take place. As part of that ceremony, Glasgow will make an
eight-minute presentation, announcing itself as host of the next
Commonwealth Games in 2014.



To celebrate this handover, CCA is commissioning six new films by
Scottish-based artists to be screened in public in the UK in October to
mark the handover ceremony. The work is likely to be shown in a variety
of forms – the BBC’s Big screen network, outdoor projection, and various
internet distributions. (See below for technical specifications)





Artist’s brief

The artists are asked to keep the general context of the commission in
mind when constructing their proposals. There is, however, no obligation
to focus solely on sport or a direct relationship between sport and art.
The commission is equally open to a celebration of the city, a
consideration of the nature of a large public event such as the
Commonwealth Games, the general context in which the Games take place or
the legacy of such an event.



The Commonwealth Games is a cultural phenomenon and one of the most
watched televised sporting events. The commission is part of a wider
cultural response to the approaching Games, raising the profile of the
arts within Scotland and beyond. The works commissioned should appeal to
a wide audience, remembering that they will be screened in ambient
social situations as much as in specific contemporary art locations.



Please submit a brief outline, not more than an A4 page, describing how
you would approach this commission, ideally addressing each of the
following subjects:



 Description of the visual and aural style of the film

 Description of the technical realisation of the film (please include
a list of collaborators or technicians)

how it will engage with a mass audience on the big screen network and
on a small scale via the internet (please consider how the change in
mode of screening might also effect any aural aspect of the films
ability to engage an audience)

–  Description of why the context interests the artist

–  Description of a schedule and a brief budget



NB: Moving image work is defined as film, digital film, video and work
with new technologies.

CCA commissions



CCA is one of the key institutions in Scotland that regularly
commissions new work from both local and international artists. Over the
past few years, CCA commissions have included new works by Abraham
Cruzvillegas, Anja Kirschner and David Panos, Ross Sinclair, Suspect
Culture, Sarah Tripp, Matthew Stone, Baldvin Ringsted, Faith Wilding and
Kate Davis.



Technical Specifications



The work is likely to be shown in a variety of contexts – the BBC’s Big
screen network, outdoor projection, and various internet distributions.
Given this variety, the material should be delivered in a format that is
adaptable to these situations. The Big Screen, in particular, has
specific demands such as a maximum running time of 7 min 30 sec and
material for that medium must be submitted as 16:9 Anamorphic PAL video
(720 x 576) on mini-DV or DV-cam.

Selection panel

The commissions will be selected by a small panel of practitioners and
producers within the communites of art and the moving image. CCA and SAC
will also be represented on this panel.



Commission outcomes

The work must be completed and delivered by Monday 27th September 2010.
You will be required to deliver:



two master copies of the work in the media specified in your
proposal, suitable for single screen presentation

6 still images

a 100 word artists’ statement



The artist will own the moral rights of the completed work. The CCA
reserve the rights to show the work at selected venues, to broadcast the
work or clips from the work on television or in cinema.



Commissioning process

You are invited to submit an expression of interest, consisting of the
brief outline described above with a short statement about your work, a
current CV and supporting material. The deadline for this expression of
interest is 7th June 2010.
