Paula,

are you asking how to upload an ISO image of a DVD somewhere or make it
available online for people to download, or stream video from your
computer/server?

If your goal is to make it available for anyone to download you could use
archive.org <http://www.archive.org/create/>, other free and commercial file
sharing options exist, depending exactly on your needs, searching google
shows many results. You can stream video using
vlc<http://www.videolan.org/vlc/streaming.html>,
though bandwidth may be an issue if depending on the number of concurrent
viewers and your Internet connection.
