[ELECTRON] broadband update

Hi,

I was able to test our line from the CCA's comms room (where all the
telephone lines and network hubs for the building are) and can confirm
that the line itself is currently down. I have logged a report with the
Phone Coop and that have said that it is being looked into.

Unfortunately this means that we are now in hands of BT, but hopefully
they will not take so long to fix the line as they took to install it.

I will update the list with progress.

Meanwhile people will need to switch back to using the CCA network for
internet access in the Electron Club room.
